Funding of a Medical Aid for All

Every South African should have access to the best diagnostics and treatment that medical science can offer. It is a basic human right, denied to millions of South Africans.

The way forward is to register every South African citizen for a medical aid and issue him/her with a medical aid card.

Individual user retains choice of doctor and hospital. He/she may wish to attend a public or a private hospital.

Fees for medical officer or general practitioner, like for like specialist and surgical procedures are the same at all hospitals.

Current state hospitals are privatized. They generate their own income from the medical aid patients visiting them. Like all other business ventures or companies,  boards of directors of hospitals are forced to run an efficient business operation or go under. The state is out of it, other than perhaps leasing current hospital/ clinic buildings to the operating private company. Like elsewhere in SA business, Free Democrats propose that meritorious permanent employees become equity partners in the profitable organisation. The result: A big spike in productivity. Unions are superfluous. Opportunity for massive corruption so pervasive in current state departments is drastically curtailed. 

Health Insurance Fund (HIF) pays for private healthcare for every South African.

Medical aid is administered by a much reformed medical aid industry. Private medical aid industry is utilized for their administrative skills only.

Funding for HIF will be sourced from the annual budget of the current Department of Health (R250-300 Billion). We believe that the current dysfunctional Department of Health should be shut down. Proceeds from leasing of government hospital buildings and the sale of state land/ buildings to healthcare companies will also contribute. In return personal income tax and company tax are reduced.  Nothing is for free (except at point of delivery, that is at hospital, clinic or doctor’s rooms, the service  should not require additional payment).

Funds recouped from state capture shenanigans are deposited into the HIF to fund private healthcare for pensioners and the unemployed (it is only fair – corruption and state capture devoured pensions and cost many their jobs).

A strong economy and substantial job creation are essential. More jobs mean more payrolls.

Quality healthcare for all cannot be afforded while the SA economy is under the stewardship of the bumbling ANC.

IF YOU VOTE ANC THERE WILL BE NO MEDICAL AID FOR ALL and QUALITY HEALTHCARE FOR EVERY CITIZEN WILL REMAIN OUT OF REACH.

Legalize the use of cannabinoids and slap a  tax surcharge on it.

Assets forfeited by illicit drug dealers/ distributors/ manufacturers go to the HIF.

Any shortfall in the HIF is funded by increase in sin taxes.

Funding quality healthcare for every South African will cost us much less than the gargantuan waste and looting of state capture/ Bosasa/ VBS Mutual/ Prasa and countless senseless bailouts of corrupt State owned Enterprises.

Taxpayers will not have to fund multiple layers of Department of Health bureaucrats. The bulk of Health Insurance Funds will be spend on actual healthcare provision and not on cadres, cronies and party hacks.

Retaining and expanding private healthcare may persuade specialists to stay in South Africa. We can ill afford the loss of competent and experienced medical professionals.

The alternative to private healthcare for all is NHI and expanded state hospital care.

South Africans have more than adequate experience with the dire conditions at State run facilities.
